As a key member of a DoD vehicle platform project management (PM) team, you will provide critical technical services and project leadership for the successful integration and fielding of a common operating picture (COP) system and other C5ISR systems. You will offer technical and programmatic support to the Project Management Office (PMO), overseeing multi-disciplinary projects focused on tactical ground vehicles. Your leadership will be instrumental in the development and fielding of a GCCS-J based Joint Common Operational Picture (JCOP) system, for which you will lead the Integrated Product Team (IPT). You will also provide essential assistance to functional leads (logistics, fielding, test, training, cyber, etc.) in the development and execution of their efforts that support the JCOP initiative. This role demands a high degree of implicit responsibility for project success, coupled with a clear understanding that the customer retains final decision-making authority.
Responsibilities:
- Collaborate closely with the user community and their representatives to thoroughly understand their operational needs and translate these needs into clear and actionable technical requirements.
- Maintain consistent and effective communication, both written and verbal, with all team members and partner organizations.
- Support program leads in coordinating across various functional areas within the program office, including engineering, business management, test, logistics, configuration management, contracts, finance, cyber, and senior program leadership.
- Actively interact and coordinate with other Program Management Organizations (PMOs), combat capabilities development commands (CCDCs), and other Government agencies on a routine basis.
- Author key program documents, such as Statements of Work (SOWs), Memoranda of Agreements (MOAs), and similar official documentation.
- Coordinate and oversee the execution of diverse project facets in accordance with project documents, contracts, and agreements established with partner organizations, including other DoD entities (CCDCs, test centers, etc.) and contractors.
- Participate in design reviews and the review of technical documentation (e.g., Engineering Change Proposals (ECPs)) to ensure that system designs and their integration into vehicle platforms align with the project’s intent and requirements.
- Develop and deliver clear and concise briefings and presentations to program leadership.
- Provide valuable input to various systems utilized by the customer program management office, such as the risk register system.
- Contribute substantively to program documentation, including briefings, acquisition documents, reports, statements of work, cost analyses, and information support plans (ISPs).
- Leverage experience with DoD ground vehicle C5ISR systems and their architectural designs, including the intricacies of system interconnections on ground vehicle platforms.
- Apply in-depth knowledge of GCCS-J and other joint common operating picture and common tactical picture systems, including Link 16, GCCS-M, CPCE, C2PC, TAK, Agile Client, Blue Force Tracker (BFT), and Joint Battle Command Platform (JBCP).
- Demonstrate the ability to develop a strategic vision for project execution, provide well-reasoned recommendations to the team and formal project leads, guide the team towards consensus on critical decisions, and ultimately adhere to the customer’s direction, even when it differs from your own recommendations.
- Exhibit a strong self-starter attitude, proactively taking initiative without explicit tasking or instruction, and demonstrating the capacity to work both independently and collaboratively within a team environment.
- Possess the ability to effectively navigate organizational structures and approval processes to secure necessary authorizations.
- Demonstrate experience in managing projects and meticulously tracking adherence to cost, schedule, and performance requirements.
- Apply proven experience in the definition of technical requirements.
- Possess excellent written and verbal communication skills, with the ability to articulate complex technical information clearly and understandably to both technical and non-technical audiences. Exhibit strong interpersonal abilities and communicate with a high degree of tact, professionalism, and respect.
- Maintain the ability to travel to various DoD and contractor locations as required (less than 10% travel expected).
Must Have Skills/Experience:
- Comprehensive understanding of how COP systems function from both an end-user perspective and from the perspective of making the system operational on a vehicle platform.
- Thorough understanding of GCCS-J (such as Joint Tactical COP Workstation (JTCW)) implementation onto a network, including the ability to establish end-to-end communications between system users and the servers hosting COP data.
- Knowledge of message formats used for network data communication, including JSON and VMF.
- Familiarity with a range of relevant systems and concepts, including: GCCS, CPCE, Link 16, COP, JICO, G6/G-6 functions, JBC-P, TAK, C2PC, JTCW, TSM, WREN, C3T, and relevant military occupational specialties (MOS) such as 25B, 25U, and S6.
- A minimum of 8 years of experience directly relevant to the responsibilities outlined in this role.
Education, Training, Certifications:
- U.S. Citizenship is required.
- Must be able to obtain and maintain a Department of Defense (DOD) Secret security clearance.
- Bachelor’s degree in Computer Engineering or Electrical Engineering.
The target hiring compensation range for this role is $90k to $150k. Compensation is based on several factors including, but not limited to education, relevant work experience, relevant certifications, and location.
