As a Programme Control Manager, you will provide subject matter expertise in project and programme compliance, ensuring integrity, consistency, and robust governance across cost, schedule, and risk management activities. You will play a critical role in shaping and overseeing project controls for a wide portfolio of programmes across the EMEA region, supporting surveyors, project controllers, and cost managers to deliver effective outcomes.

The position combines programme management, compliance oversight, and control framework development, with a focus on cost and risk management. You will integrate multiple programme timelines and objectives, ensuring risks are identified, assessed, and mitigated while driving improvements in processes and controls.

Key Responsibilities

  • Manage and plan requirements with internal teams to drive programme control initiatives through the full lifecycle, from scoping to delivery.
  • Oversee project controls including schedule and cost management, ensuring alignment with compliance and governance standards.
  • Validate and analyse recurring programme reports, identifying trends, risks, and opportunities for improvement.
  • Provide programme management support on compliance and control-related initiatives, ensuring consistency across EMEA operations.
  • Conduct data analysis to deliver actionable insights, clearly presenting recommendations both in writing and verbally.
  • Lead and coordinate risk assessments to highlight key risks, prioritise programme focus, and optimise resource allocation.
  • Develop and deliver training and communications to embed compliance and project control standards across multiple teams.
  • Translate regulatory, policy, and internal obligations into practical business controls, ensuring frameworks are applied consistently.
  • Support compliance and project control integration when expanding into new markets, adapting frameworks and controls as required.
  • Collaborate with senior stakeholders, influencing process owners and business leaders to strengthen controls and enhance effectiveness.

Minimum Requirements

  • Proven experience in project controls, risk assessments, and control frameworks.
  • Strong background in cost management, budget oversight, and financial analysis.
  • Solid project management skills with the ability to manage multiple workstreams and prioritise resources effectively.
  • Excellent stakeholder management, communication, and presentation skills.
  • Experience in developing and embedding new programmes, processes, and governance models.
  • Understanding of regulatory, compliance, and best practice standards relevant to construction and project delivery.
  • Familiarity with cost management and scheduling tools (e.g., Primavera P6, SAP, Ecosys or equivalent).
